Free Tax Prep Teams from Community Services and Employment Training

For nearly 20 years, Community Services and Employment Training (CSET) has helped families across Tulare County access free tax preparation services and claim valuable tax credits that put money back into their pockets. Last year alone, CSET assisted approximately 3,700 taxpayers through its Volunteer Income Tax Assistance (VITA) program.

This summer, CSET joined Golden State Opportunity’s Community Connect program and the 2026 “It’s Not Too Late” CalEITC Bus Tour to help bring free tax filing services directly into communities across the Central Valley.

“Our organization first became involved with VITA services 19 years ago after recognizing the significant need for free, reliable tax preparation assistance in our community,” said Raquel Gomez, CSET’s Community Initiatives Division Director. “Many families were missing out on valuable tax credits and refunds because they lacked access to affordable tax services or trusted financial guidance.”

The partnership with GSO has helped CSET reach even more families.

“We were motivated to apply for the Community Connect program because it aligned closely with our mission to expand access to critical community services,” Gomez said. “Partnering with GSO presented an opportunity to strengthen our outreach efforts, increase our capacity to serve residents, and deepen our impact through collaboration and shared community goals.”

According to Gomez, one of the biggest benefits of the partnership has been expanding awareness about free tax services and reaching residents who may not otherwise know help is available.

“GSO has provided valuable guidance, resources, and support that have helped strengthen our marketing and outreach efforts,” Gomez said. “One of the biggest benefits has been the ability to expand our reach and better serve community members who may not be aware of or have access to these services.”

Trust is the Foundation of Effective Community Service

For Gomez, trust is the foundation of effective community service. This year, CSET is celebrating 50 years of service, stemming from its founding in 1976. For those 50 years, CSET has worked hard to become a trusted entity in their community.

“Building trust is essential,” she explained. “When organizations establish trust through consistency, transparency, and genuine care, community members are more likely to engage with services, ask questions, and seek the support they need.”

That trust can lead to powerful moments. Gomez recalled helping a widow who had never filed taxes before and did not expect to receive a refund.
“She sobbed when her return was reviewed with her,” Gomez said. “Moments like these remind us how impactful these services can be, not only financially, but also in helping families feel supported and empowered.”

Through its VITA program and partnership with GSO, CSET continues to connect families with the tax credits, refunds, and resources they’ve earned—helping build stronger financial futures across the communities it serves.
